I just tried to change the status of a job from Needs proofreading to ready to submit, but it won't change... is there something I am doing wrong? or is it simply that I can't do it in this instance?

The possible reason may be the same person can't change the status continuously. Setting of a segment status beyond the next immediate status requires a different translator. For example, if you already changed the status from Needs translation to Needs editing/proofreading, then you can't change the status from Needs editing/proofreading to Ready to commit. It needs to be done by a different translator.
Translation process:
Translation: you can set it to Ready to commit;
Translation + Editing: you can set it to Needs editing and Needs proofreading, a different translator then can set it to Ready to commit;
Translation + Editing + Proofreading: you can set it to Needs editing and the second translator sets it to Needs proofreading, the third to Ready to commit.
Besides, if you are not a native translator, you can's set any translation to Ready to commit.
